Because the steel box is already a rigid, structural shell, there's no digging a giant hole, pouring concrete and waiting weeks to cure. The unit arrives largely finished — you sort the pad, water and pump hook-up, and you're swimming. If you move, the pool can come with you, which a poured pool never can.
