Here is something no one selling containers in Louisiana can say: Arizona may be the easiest climate in the country to store goods in a steel box. The Western Regional Climate Center puts annual average relative humidity across the state between roughly 55 percent at Flagstaff and about 33 percent at Yuma, with yearly possible sunshine running 86 to 92 percent and mean annual lake evaporation reaching about 80 inches in the southwest. Statewide precipitation averages around 12.3 inches a year. The condensation cycle that ruins cardboard and grows mould inside containers in humid states barely gets started in air like that.
The bill comes due in three other currencies: heat, ground and paperwork. Temperatures above 125°F have been recorded in the Arizona desert, caliche can turn a pier hole into a jackhammer job, and the county you are in changes the answer on permits more sharply here than most buyers expect — unincorporated Maricopa County and unincorporated Pima County treat the same steel box in almost opposite ways. All three are manageable if you know about them before the truck is loaded.
Why Dry Air Protects a Container
The failure people call “container rain” is a dew point problem. Moisture rides in with the cargo, the pallets, a damp floor or simply the air you sealed inside. Overnight the roof panel radiates heat to a clear sky and drops below the dew point of that trapped air, water condenses on the underside of the corrugations, and by morning it is dripping on your goods. Both halves of that recipe have to be present: moisture available, and a surface cold enough to reach saturation.
Arizona supplies the temperature swing generously and the moisture very stingily. At dew points typical of desert air, the steel would have to get remarkably cold to reach saturation, and it rarely does outside a winter night at elevation. Practically, that means a plain used wind-and-watertight unit performs like a much more expensive one here, and paper records, textiles, tools and machinery that would need a dehumidifier in the Southeast will usually be fine with nothing but clear vents.
Do not throw the basics away, though. Load dry, leave both factory end vents unobstructed, keep everything off the floor on dunnage, and remember that monsoon weeks in July and August are the one stretch when interior humidity genuinely rises.
Heat Is the Trade You Are Making
The Arizona State Climate Office records Phoenix's July normal high at 106.6°F and the all-time record at 122°F, set 26 June 1990. NOAA's state summary notes Arizona has warmed about 2.5°F since 1900 and that the count of extremely hot days has run above average since 1995. A dark steel box in full sun runs hotter inside than the shaded air temperature outside it, and the roof panel is the hottest surface on the unit.
What not to leave in an unconditioned container
Aerosols and pressurised cylinders. Latex paint, adhesives and caulk, which separate or skin over. Lithium and lead-acid batteries. Candles, vinyl records, film and photographs. Electronics with LCD panels or sealed batteries. Wine, seed stock, pharmaceuticals and anything with a temperature range on the label. Musical instruments and anything glued.
What actually helps
Shade first — a simple roof or shade sail over the container does more than anything you do to the container itself. Then reflective coating on the roof, added roof or gable vents to let hot air out the top, and orienting the doors away from afternoon sun. Closed-cell spray foam on the inside of the roof and walls is the durable fix if the unit will be occupied or hold sensitive stock; our guide to insulating a container covers the build-up. Where the contents truly need a controlled temperature rather than a cooler one, an insulated refrigerated container is the right tool, though it needs a power supply sized for the unit.
Maricopa and Pima Counties Give Opposite Answers
This is the single most important thing to establish before you buy, and it is genuinely county specific. In unincorporated Maricopa County, the Planning and Development Department's accessory structures policy exempts a non-habitable accessory building that is single storey and no greater than 200 square feet in floor area from zoning clearance. Detached accessory buildings may be placed in a required rear or side yard but must stay at least 3 feet from any side or rear lot line, must not occupy more than 30 percent of any required yard, and must sit 10 feet off an alley line where garage access comes from the alley.
Do the sums: a 20ft container covers about 160 square feet and lands under that 200 square foot line. A 40ft covers about 320 and does not.
Unincorporated Pima County starts from the other end. Section 18.07.030.N.1 of the Pima County Zoning Code allows a cargo container in any zone only in conjunction with a commercial development plan — which means a residential property owner is looking at a variance from the Board of Adjustment, not a counter permit. Those variances are granted: a District 3 decision of 13 February 2025 approved a cargo container as accessory storage on a Suburban Homestead lot 4–0, with conditions that included obtaining all necessary building permits, removing every shipping company label and marking from the containers, and applying for a floodplain use permit within 30 days. Pima also caps accessory structure lot coverage at 1,500 square feet or 70 percent of the largest main building, whichever is greater, under section 18.19.040.A.

If the parcel is inside city limits, county policy is simply not the governing document. Get the answer from the municipal planning counter in writing, and ask specifically whether the container is being reviewed as a permanent accessory structure or as a temporary use with a renewal clock.
Monsoon: Wind, Dust and Water All at Once
NOAA's Arizona summary puts monsoon precipitation from June through September at an average of 5.3 inches, more than half the annual total in the southernmost part of the state; the National Weather Service tracks the season through 30 September. The Western Regional Climate Center notes that high winds with heavy July and August thunderstorms “sometimes reach peak gusts of about 100 miles per hour in local areas,” usually preceded by blowing dust.
Two consequences. An empty container broadsided by an outflow gust in that range can shift on its blocks, so anchor it — auger anchors or brackets set into piers at the corner castings, sized by someone who has seen the site. And fine dust driven ahead of a storm finds every gap: check door gaskets on delivery, and keep the locking bar mechanisms greased, because grit in the cams is what makes a door hard to open two years later.
Water is the third piece. A monsoon cell drops a lot of rain onto ground that does not absorb it, and desert washes carry flow with little warning. Never set a container in a wash or a low spot, and take the Pima decision's floodplain condition as the general lesson: if any part of the parcel is mapped floodplain, resolve that before delivery.
Caliche and the Ground Under the Box
University of Arizona Cooperative Extension describes caliche as a soil layer whose particles are cemented by calcium carbonate. It shows up as light-coloured lumps from under an inch to several inches across, or as a solid layer ranging from a few inches to several feet thick, and its consistency runs from relatively loose to highly consolidated, rock-like conglomerate. Extension's key point for anyone digging: caliche layers restrict water movement, so water applied above them cannot drain through and perches on top.
For container siting that cuts both ways. Digging pier holes may need a breaker rather than a shovel, and you should budget time for it. But a compacted pad bearing on caliche is a stable, unyielding base with essentially no frost concern — better than most soils in the country. The thing to design around is drainage: because water will not infiltrate, grade the pad so runoff sheds away rather than ponding under the container where it will start rust on the cross-members. Getting a Truck to a Desert Site
Long unpaved approach roads are normal in Arizona and mostly fine when dry; the failures are soft sand, washboard grades and washes that cross the drive. A tilt-bed needs a straight firm run-out of roughly twice the container's length plus tractor room, and it needs that run-out to be reasonably level. Check overhead clearance for mesquite and palo verde limbs and for utility drops, and confirm gate widths.
Delivery is a flat $500 per order anywhere in the state and is normally scheduled 5 to 10 business days after payment clears. Arizona Container Questions
Does condensation happen inside shipping containers in Arizona?
Far less than almost anywhere else. Condensation needs moisture in the trapped air plus a surface that falls below its dew point. With statewide average relative humidity running from about 33 percent at Yuma to 55 percent at Flagstaff, the moisture side of that equation is largely missing. Load dry goods, keep the factory end vents clear, and the problem mostly takes care of itself outside the monsoon weeks.
How hot does it get inside a container in Arizona summer?
Hotter than the outside air, because dark steel in direct sun absorbs heat and the roof panel runs hottest of all. Phoenix's July normal high is 106.6°F and desert readings above 125°F have been recorded. Treat an uninsulated container as unsuitable for aerosols, batteries, latex paint, candles, film, wine or anything with a stated temperature range. Shade, roof vents and insulation all help substantially.
Do I need a permit for a shipping container in Arizona?

How do I anchor a container against monsoon winds?
Anchor at the four corner castings. Auger or helical ground anchors with rated chain suit compacted desert soil; brackets bolted into concrete piers suit a poured pad. Peak gusts with heavy July and August thunderstorms can reach around 100 mph locally, and an empty container is the vulnerable case because it is light and presents a large flat side. Have the anchor layout sized for your site conditions.
Can I dig footings through caliche?
Usually yes, but plan for it. Caliche layers range from loose lumps to rock-hard cemented material several feet thick, and a hand auger will not get through the consolidated kind — a powered breaker will. Because caliche also blocks drainage, the more important step is grading the pad so water sheds away instead of perching under the container.
Is a refrigerated container worth it in Arizona?
Only if the contents genuinely need a controlled temperature rather than simply a cooler one. A reefer is an insulated box with a powered refrigeration unit, so it needs an adequate electrical supply and ongoing running cost. For dry storage, shade plus roof ventilation plus closed-cell foam insulation gets most of the benefit at a fraction of the operating expense.
